After moving to Arizona in 1985, I took a temporary job as yard man at a cotton gin until I found work in the engineering industry. The state mine inspector does not make rules, the office only enforces the rules already in place. The stronger those rules are, the safer mines are, the safer miners are, the safer the environment is, and the safer the taxpayer is.
